Does AWS Route53 need to be host on EC2 instances?

Current in my company (I just joint), they have an EC2 instances, according to the old dev team, they mentioned this is for host Route53, this make me really confused.
As far as I know, Route53 is just an DNS, why we need EC2 to host it? We didn't use any other AWS resources, the only thing we use is EC2, we host our server on Heroku with Vue app. I don't understand why they insist we need EC2 for Route53?
