How to connect a router access point to a router via another router

I have an ISP modem/router (MR) with functionality reduced/locked down by the ISP, so I connected another router (R1) with better functionality (e.g. parental control, remote management through app, etc.). MR also provides a TV signal on a separate virtual LAN, wired only. My TV is not close to MR, so I connect from MR to TV over powerline (PLC). Other ways of connecting are not possible.



Now I bought another router (R2) to provide wifi on the top floor (skips one floor) where the rooms of my teenage children are located. I like the parental control on the wifi of R2, but want DHCP and access control governed by R1, so I want to connect it to R1 as an AP. An ethernet cable from R1 to R2 would do the trick, but for practical reasons, the only connection I have available is the PLC network (a second PLC network by pairing the adapters separately does not work unfortunately), which would connect R2 to MR.



Can I connect R2 as an AP to R1 with MR as an in between station (the "source" of my PLC network is MR, and that cannot change because of the TV signal), e.g. with static routes?
