Ubuntu installation problem (clonezilla)

so I have gotten my brother's old pc, it has some AMD fx chip a gtx 750 and 8 gigs of ddr3 RAM with a 500w power supply, not sure which motherboard though.
anyway he had steamos on there because it was his living room gaming pc for guests and I wanted to install ubuntu budgie and if I couldn't just Ubuntu 18.04. anyway I used etcher to flash it to both an SD card AND a flash drive and plugged it in, switched the boot to Uefi mass storage device and then reset it, it went to clonezilla and has a bunch of options for display size, if you have to know I have a VIZIO tv plugged into HDMI and it seems fine and I don't think display size matters, so I kept trying. but every time I tried to load any option it says "need to load kernel first" and a few files are not found (vmlinuz) I tried both storage devices and reflashing both to no avail, even got a regular ubuntu installation instead of budgie and it still does the same thing.
Help? what did I do wrong?
