Change location of Download and Pictures directories

I have a drive with 2 partitions. Partition #1 is Ubuntu 18.10. Partition #2 is to be used as a data drive with Downloads and Pictures. I created 2 directories in Partition 2, Downloads and Pictures and copied files from the same directories in Partition 1 over. I edited user-dirs.dirs to reflect the new location but each time I reboot it reverts back to the default.
My second partition is labeled "ubuntu_files", so we have "ubuntu_files/Downloads" and "ubuntu_files/Pictures". Can someone give me the proper syntax for the entries in "user-dirs.dirs"? Here is what I tried:
XDG_PICTURES_DIR="/ubuntu_files/Pictures/"
XDG_DOWNLOAD_DIR="/ubuntu_files/Downloads/"
Also, how do I get my changes to that file to "stick" so they don't revert at each reboot?
