What to do with --force?

I'm trying to do sudo apt upgrade and I get:



E: dpkg was interrupted, you must manually run 'sudo dpkg --configure -a' to correct the problem.


Then do sudo dpkg --configure -a and I get:



Setting up mysql-server-5.7 (5.7.25-0ubuntu0.18.04.2) ...
Checking if update is needed.
This installation of MySQL is already upgraded to 5.7.25, use --force if you still need to run mysql_upgrade


that stays there for a long time. I have never used --force nor encounter a problem of upgrading mysql so I do not know what to do. Help please

dpkg --configure <package> or the configure menu option in dselect:
