Windows 10 1809 LTSB Reset PC

I have installed Windows 10 1809 LTSB/PPKG package and joined domain.
I just tested the reset pc, keep my files.
Reset PC gets to about 40 % then reboots into safe mode.
I select boot into windows and I can log into domain no issue but reset failed.



not sure what logs to review to see why this failed.



any suggestions?
