PayPal issue - receiving domestic payments but unable to receive international payments [on hold]

I have a ecommerce website in India, I am able to receive domestic payments ( INR Currency) when a buyer makes a purchase but unable to receive international payments (USD)as it shows an error that we are unable to process your payments using your PayPal account at the time.Please go back to the merchant and try using a different payment method, even though we accept all major international currencies in our account. Please help
