Cannot turn off VPN - keeps reappearing; cannot delete entries in registry - access denied
How can I completely disable VPN?
Many features in registry is not available to see / change: access denied such as
HKEY_LOCAL_MACHINESOFTWAREMicrosoftWindows NTCurrentVersionNetworkListProfiles and onHKEY_LOCAL_MACHINESOFTWAREMicrosoftWindows NTCurrentVersionNetworkListSignatures and HKEY_CURRENT_USERSoftwareMicrosoftWindowsCurrentVersionInternet SettingsConnections.
Also, there are a bunch of HKEY-USERS that I do not recognize and unable to delete.
WHAT SHOULD I DO TO HAVE A CONTROL OVER MY OWN COMPUTER AGAIN?

Deleting registry entries because you don't "recognize" them is careless and risky. Get informed before you start deleting things. You probably can't delete them because the OS is smart enough to keep random users from deleting critical entries. If you have administrator rights, you can grant yourself permissions for those areas of the registry where you don't have rights already, but it seems to me that you are wanting to "tidy up" something that you don't yet adequately understand. If you have VPN entries that you don't want, try removing the VPN software/client you have installed.
