How to Implement Section 508 using VPAT and AWS Artifact [closed]

I'm Joel from India(supporting an US based company remotely). I have been given a task to implement VPAT and i found that AWS supports it. It's asking to use AWS Elastic Wolf client console and use AWS Artifact to get VPAT template. Anybody have implemented this before? Can someone give me any suggestions? I have got the template but don't know what to do next? How can implement this to our applications?

          2 If I have a shell/python script that uses sed to modify a file in place based on user inputs, and then two users run the same script at the same time or approx. same time, is 'sed' thread safe ?
