Ubuntu 18.04 crashes during Desktop Install, Network Install and Server Install

So I tried initially installing Ubuntu on my new desktop that I assembled myself, and it's been a nightmare. These are the errors I'm getting for each type of install:
Desktop install of 18.04: crashes after 30 seconds of usage - no error message, screen and mouse go black but computer stays turned on
Desktop install of 17.04: works somehow with no drivers
Desktop install of 16.04: Crashes same as 18.04
Network install of 18.04: installation works fine till I start downloading the release files from the us mirror, at which point it gets stuck at 0%
Live Server install of 18.04: Crashes with the following error - kernel panic not syncing not all cpus entered broadcast exception handler
Alternative Server install of 18.04: Crashes after setting up the time during installation.
I've also tried setting nouveau.modeset=0 and acpi=off for all of those. I have no idea what to do.
Here are some of my computer parts:
Two NVIDIA RTX 2080 Ti GPUs
Intel i9 x7900 CPU (no integrated graphics)
Asus WS X299 SAGE Motherboard (latest BIOS installed)
Does anyone know what my next step should be?
