DPKG error while cleaning up
dpkg: error while cleaning up:
subprocess installed post-installation script returned error exit status 1
Errors were encountered while processing:
/var/cache/apt/archives/util-linux_2.31.1-0.4ubuntu3.3_amd64.deb
E: Sub-process /usr/bin/dpkg returned an error code (1)
I am unable to install/update/remove any app please help me to resolve this issue

Dpkg's "error code (1)" merely means that a failure occurred in some subprocess, not in dpkg itself. That is, of course, not enough information usefully help you with whatever your problem is.
