What does NUMA node distance signify?

I have a processor with 4 NUMA nodes. When I access the distance information on each of the nodes, I get the output as in the image here. From the first look, it appears that it signifies relative distances among the nodes.



But, I would appreciate if anyone can let me know why the values are 10 and 16. The answer here mentions something on the speed, but doesn't elaborate.
