What Caused old Linux storage quotas to be inaccurate? Do modern file systems like XFS or ZFS help? [closed]

Could you edit your question and explain a bit more clearly please? What quotas would these be, exactly? You mean per-user on a multi-user system? How are they implemented? Most importantly, how are they inaccurate?

I still don't know why you say they were inaccurate. And I still am not clear on what you mean by "quota". Can you give an example? Are you talking about systems designed to limit users to specific amounts of storage? Or are you thinking about issues like Why are there so many different ways to measure disk usage?
