APT - List dependencies in installation order

I want to manually download dependencies for a particular package and install them using dpkg.



I have been using apt-get --print-uris --yes install <package_name> to list the URIs and then I download them and install them using dpkg -i ./*.deb.



But it doesn't install the dependencies in the right order for few packages like libreoffice.



So I decided to use the order in which the URIs are listed to install the dependencies.



The URI order is correct on a VM which has Ubuntu 16.04 LTS x86_64 and apt 1.2.29 (amd64).



But it is different on my machine which has Ubuntu 16.04.5 LTS x86_64 and apt 1.2.29 (amd64).



How do I determine the correct order in which the dependencies should be installed?



I prefer not to use any additional packages like apt-rdepends that do not come with Ubuntu by default.



apt-config dump and sources.list are identical in both setups.
